Multiply that pattern across 130-plus agencies each buying their own copy of the same category of tool and the spending total becomes rather staggering. Now put that up against LimeSurvey, its open source equivalent, which has no per-seat license at all. The potential savings speak for themselves.
And the savings start before a single system is replaced. When you go “purchase” a software license, vendors price against your alternatives. A city that pilots LibreOffice, the open source alternative to Microsoft Office, in one bureau demonstrates that it can leave that contract, so walks into its next Microsoft negotiation as a different customer. The city’s three-year, $57 million citywide Microsoft agreement was negotiated by a buyer with no credible exit. Having a fluent understanding of open source options gives the city bargaining chips that could bring that price down.
